While anything metal can technically be recycled, including needles, it is not advisable to throw these in the recycling bin because of the risk of injury to workers and small benefit of tiny amount of metal recycled.
Tape the sharp end before throwing out so they don't poke anyone handling the waste.

If you really, really want to recycle your pins and needles, save them in a metal tin along with other small, magnetic, metal items to be recycled. When the tin is full, seal it well and send for recycling.

Most needles are made of magnetic metal so they are recyclable. However given their small size, they could easily get dropped during handling and transportation. Unless you have a large volume, perhaps it is best to put safely in the general waste bin.
