Recycling Bins & Chutes
Good news! Most plastic bottle caps are made from HDPE plastic which is the most recycled plastic.
Bad news! They are so small that if they are put into the blue bin, they will probably get filtered out at at the recycling sorting plant ("Material Recovery Facility").
So only put them in a blue bin IF THEY ARE screwed onto a matching HDPE bottle!
Most clear plastic drinks bottles are made of PET plastic so if you leave the cap on, it mixes HDPE with PET. This contaminates the purity of the PET sent for recycling. It's acceptable to do so and not against the blue bin rules. BUT see the other options below if you want to take an extra step to make the most of these caps.

Freecycle / Give Away
Schools and art projects ask for donations of such bottle caps from time to time. Save them up and give away when there is a collection drive.
