IT peripherals can be recycled as e-waste.
Peripherals are not, strictly speaking, regulated e-waste however they are permitted under the guideline that “ICT equipment can be disposed of together with their embedded batteries as well as any cables, adaptors, remote controls, and keyboards used with the product.” (source)

For more expensive peripherals like keyboards, headsets and mice, if they are in good condition, they may be welcomed by some charities. But do note that often charities are overwhelmed with donation of these devices.
