If the tool is 100% metal or mostly metal, it's welcome in the blue bin.
Plastic and wooden handles are typically not a problem in blue bins if they account for less than half the weight of the tool.
Don't stress out about whether the metal content is sufficient. But do ensure the tool is NOT RUSTY OR GREASY!

Most hand tools are built to last making them excellent for sharing and giving away. To recycle hand tools, sort them by condition. Donate or sell good condition tools to local charities or secondhand shops. Broken metal tools may be sent for recycling when they are mostly metal and not rusty or greasy.
